asthma out of control

my  11yr olod daughter has been experiencing problems with her asthma of late.  She has had prednislone 4 times this year and is currently on 125mg  seritide 2 times twice daily.  She is also on singlair. which she only began 2 months ago.
She  experienes chest tightness occasionally and also a terrible couph that produces ongoing phlem.
I have been giving her nebulisers (ventolin) 3-4hrly  and trying to keep her stable without going onto the pred.,
Though she is averaging a peak flow of between 250-300, the asthma symptons of the couph and phlem and occassional chest tightness seems to be ongoing.  She has lots of allergies but this all seems to be out of the ordinary. She has had chest xrays to rule out pnemonia. With so many days off school, Im at my wits end.  Im starting to think her medications are no longer working.  Are there any other suggestions, could she be suffering a type of brochospasm disorder. Can the seritide or singlair cause this.  I noticed when i first gave the seritide 4 years ago I started on a small dose and it has gradually worked its way up, without being able taper down.  What is a safe amount that a child of 45kg. can take.?  Please Help.
