Penis Growth Hypothetical

Can the build up of plaque in the shaft of the penis due to scar tissue, as a result of trauma to an erect penis, -before puberty- cause the penis to not grow to its fullest potential? Of course, the direction of the erection would be altered, but it's my understanding that erections cause the penis to grow during puberty, b/c when the penis fills up with blood, it gets micro tears, and the body tells it to rebuild stronger. But if there was plaque in one part of the penis before puberty where blood could not reach it, could this stunt the growth of the penis?
